The conference is open to both Government and Non-Government Personnel.
For the 2012 National Veteran Small Business Conference and Expo in Detroit, MI, a Small Business is defined as a for-profit organization with:
- a) Annual revenue of $25 Million and under
- Or
- b) Company size of 500 employees or fewer

Halfaker is permitted to charge registration and other fees pursuant to a no-cost contract with the Department of Veterans Affairs, under which Halfaker provides conference planning services with no financial obligation to VA.
